In recent days, the Ministry of Agriculture and Rural Affairs, in conjunction with the National Development and Reform Commission, the Ministry of Finance, and the Ministry of Natural Resources, formulated and issued the "National Modern Facility Agriculture Construction Plan (2023-2030)" (hereinafter referred to as the "Plan"). This marks the first modern facility agriculture construction plan introduced in China, serving as a crucial guide for advancing the modernization of facility agriculture, in line with the spirit of the 20th National Congress of the Communist Party of China and the important instructions of General Secretary Xi Jinping.
The "Plan" includes one overall plan and four specialized implementation plans, outlining four key tasks: developing modern facility-based planting with a focus on energy efficiency and mechanization, modern facility-based animal husbandry emphasizing high efficiency and intensification, modern facility-based aquaculture centered on ecological and healthy breeding, and modern logistics facilities primarily for storage, preservation, and drying. It also details six major projects: upgrading modern facility agriculture, constructing modern facility-based planting in desert salt-alkali lands, developing modern facility-based intensive seedling (tender) production, building high-efficiency and space-saving facility animal husbandry, establishing intelligent aquaculture farms, and developing cold chain logistics and drying facilities. Additionally, it explicitly proposes five safeguard measures, including strengthening organizational leadership, policy support, guidance and services, entity cultivation, and publicity and guidance, providing a comprehensive arrangement for the development of modern facility agriculture in the coming period.
The plan proposes that by 2030, the scale of modern facility agriculture across the country will further expand, with more rational regional layouts, significantly improved technological and equipment conditions, enhanced stability in production and supply, and continuously rising quality, efficiency, and competitiveness. The proportion of facility vegetable production will increase to 40%, the scale of standardized livestock farming will reach 83%, the proportion of aquaculture products from facility fisheries will hit 60%, and the mechanization rate and technological contribution rate in facility agriculture will reach 60% and 70% respectively. A number of innovative and leading bases for modern facility agriculture will be established, and the national qualified rate for quality and safety inspections of facility agricultural products will stabilize at 98%.
The Ministry of Agriculture and Rural Affairs will collaborate with relevant departments to implement the "Plan" as a guiding framework, enhance policy support and safeguards, advance a series of major construction projects, guide increased investment from financial and social capital, continuously optimize and improve the development environment, and accelerate the high-quality development of modern facility agriculture.
